Professional media. Quality content. Communication in the service of citizens.
The media and communication sector is changing fast. The Ministry supports this transformation by working on the quality of information, the professionalisation of stakeholders, content development, the transformation of public service media and the sector’s adaptation to new uses.
A ministry dedicated to the media: Aurélie Adam Soulé Zoumarou heads Communication

Benin has a media and communication sector undergoing rapid change.
The press, radio, television, online media, audiovisual, content production, public communication and new digital uses now make up an increasingly diverse professional environment.
Our role is to support this change, to help structure the sector and to create the conditions needed for its development.
This involves, in particular, the quality and reliability of information, skills development, the evolution of the regulatory framework, digital transformation, the development of content in local languages and support for new professions.
The Information and Communication Code (Law No. 2015-07) requires HAAC authorisation to operate a website offering print press or audiovisual communication services.

On 1 October 2026 in Cotonou, the HAAC formalised the operating agreements of 89 operators: 50 online print outlets, 26 web TV channels and 13 web radios.
